“Parking+” of the late Kernes wins tenders On January 5, Prozorro published a message on the conclusion of an agreement for the supply of asphalt in 2023 for 442 million hryvnias, Our Money writes.
Three types of asphalt have been ordered – sandy type G (5,000 tons) and fine-grained mixes of type A (20,000 tons) and B (45,000 tons). All these mixtures are common, on BND 50/70 bitumen. They are the most popular in conventional road repairs, unlike crushed stone-mastic-asphalt mixtures, which cost a quarter more on average.
The contract has not been made public, Dorremstroy has not made public the unit prices. Therefore, it is possible to calculate only the average cost of asphalt in the contract – UAH 6,317/t. In November, the Vysochansky village council (Kharkiv region) ordered one of these types of asphalt B for 6,000 UAH/t.
The price of Dorremstroy exceeds the figures for the latest monitoring of prices for building materials in the regions, published by Ukravtodor. The Parking+ company has controlled the entourage of Kharkiv Mayor Gennady Kernes since its appearance at the tenders. After his death, his stepson Rodion Gaisinsky received a share in the company. However, she received minor tender contracts, until the stepson of Kernes gave the company to little-known residents of Odessa.
At the beginning of 2021, the founders of the company were Gaisinskaya Lyubov Fionova and the Chinese company Dragon Investment Development Limited. Then, instead of Fionova, the co-founder was Roman Bykov, known as the founder of the regional Kharkiv organization of the Trust in Deeds party Gennady Kernes and the mayor of Odessa Gennady Trukhanov.
In October 2021, Kernes' stepson left the founders of Parking+. Currently, the co-founders are Roman Marchak, Olga Novitskaya, Nikolay Rozanov, Vasily Romanka and Stroynavigator LLC. All these people from Odessa and, except for the owners of Stroynavigator, are absolutely unknown – they have never been the founders of other businesses. The owners of Stroynavigator are Konstantin Vezhnovets, Igor and Vasily Shargorodsky. The Shargorodsky brothers are also the owners of the Akvaspetsstroy company, which the GASU accused of inflating the cost of building a sewer facility in Odessa.
