Source Who and why allowed Sovcombank to build up a green zone. Sovcombank has fully rented a co-working space in Kazan for 900 employees of its contact center. And settled hundreds of employees in the prestigious SOK Dostoevsky in St. Petersburg. In Saratov, a financial institution suddenly decided to abandon its usual approach and is ready to invest in an MFC for 2,000 employees.
They say that the building permit is already ready. Let's figure out why the Saratov City Hall suddenly crossed out its plan to create a park in this place, and how suddenly the municipal land turned out to be private.
From lease to construction
– The SOK Pushkin smart office is located in the historical center of Kazan in the building of the former Children's World, a few meters from the Tukaya Square metro station. The working space meets the highest SOK standards: ergonomic furniture, stylish interior, advanced ventilation system, microclimate monitoring system that allows maintaining the air quality optimal for productive work. There is also a gym on the site, – said the press service of the bank.
The company went the same way in St. Petersburg, renting SOK Dostoyevsky for 283 jobs. Last year, the bank rented more than 9,000 sq.m. for its own needs. in the Moscow business center on the 1st Zemelny Lane 7/2. As for Saratov, despite the huge amount of empty office space in the city, the bank was suddenly drawn to the construction site. The MFC should appear nowhere but in the most elite place – the new embankment.
Governor Roman Busargin and head of Sovcombank Dmitry Gusev signed an agreement of intent in August. As then, and now, no information about the project has appeared on the website of the financial organization itself. Actually, only the Saratov media and the investment plan published on the website of the mayor's office report on it.
The parties spoke about two thousand employees. It is still unknown what kind of employees they are: the bank already has 2,000 employees in the region. However, in the summer Saratov was among the cities where Sovcombank held a SovcomChill party. A representative of Sovcombank Technologies, a subsidiary and service provider in the field of banking IT outsourcing throughout Russia, was calling for her on social networks.
Busargin was not invited to it, but it was fun. Then the students were invited to a TG-chat, where they are periodically offered vacancies. Basically – specialists in working with clients or just in a bank branch, as well as those related to the IT sphere. However, none of them indicate a specific place of work in Saratov.
And in early December, specialists from Sovcombank Technologies held a “boring lecture on introduction to the profession” at SSTU.
In principle, recruiting two thousand employees from students and graduates to the new MFC with cookies is not a problem. But here's the catch: on the city hall's website, the investment plan states that the banking “cube” is focused on only 50 employees.
And involuntarily the question arises: either there is a mistake somewhere, or the bank will occupy only part of the building, and the rest will function as an ordinary business center with a gorgeous view of the Volga.
This, however, does not compete with the concept of “an embankment accessible to citizens”: it turns out that a piece of it will be occupied by a private company with its own building, which can hardly be called an architectural masterpiece. And this despite the fact that industrial enterprises much more interesting to the regional budget from the embankment are hastily evicted.
Where is the parking?
In any case – with Sovcombank or a business center – the area of the MFC will be almost 30,000 square meters. According to market insiders, with such an area and such a number of employees, parking for at least 700-800 places will be required. Taking into account the standards for a parking space, for such a number of cars parking should be 15-16 thousand square meters. Recall that the building plot is only 7.1 thousand square meters. m, st. 2nd Sadovaya clearly does not allow parking even along the sidewalk. And there is nothing to say about Chernyshevsky.
As a result, again, there are several options. One of them is underground parking, although its construction will have to take into account the proximity of the Volga, possible groundwater and the embankment as a hydraulic structure. The second option is multi-storey ground parking or built-in parking in the MFC building itself. The third is surface parking in the adjacent areas.
But it is not at all clear from the blurred sketch on TV which option will be implemented.
And whether it will be implemented at all: we recall that the adjacent areas are occupied by industrial enterprises. But even if their territory is free, parking for 700 cars near the embankment, which is now considered the face of the city, is a strange sight. Not to mention the crowds of clerks pouring out at lunchtime to bask on the beach.
By the way, about the embankment: the piece of territory under the MFC indicated in the plot of the State Television and Radio Broadcasting Company was initially marked on the general plan as a green zone. That is, there could be a park or square here. The same as, for example, the square to Peter I, under which the city authorities and the Federal Property Management Agency did not hesitate to challenge the sales contracts despite the prescription of years.
The site under the MFC is full of mysteries. On the one hand, it is adjacent to JSC “Znak Khleba”, from which, in order to expand the “puncture” street towards the embankment, the mayor's office took away a piece of land.
On the other hand, it is supported by the territory of the former Saratov flour enterprise , now included in the bankruptcy estate of the bankrupt NVKbank.
Earlier, a project for a loft quarter was prepared for it, but now this property is put up for auction, but it will not find a buyer in any way.
It is interesting that already this year the territory was designed for the institute of agrobiotechnologies of the SSAU, the so-called veterinary. Moreover, the site under the MFC was planned as a green zone.
In this version, the availability of this section of the embankment for the townspeople, apparently, will definitely have to be forgotten – the campuses in Saratov are fenced and equipped with barriers.
The investment project is not for everyone
If until now this territory under the MFC was in private hands, then the private form of ownership now does not raise questions: it’s just that someone sold it, but Sovcombank probably bought it. Its cadastral value is just over 60 million rubles, although the market value can be much higher. But with the declared project price of 550 million rubles, the bank can afford it.
A completely different calico arises if the site was leased by the municipality – almost all the enterprises on the embankment own the land under the city. If so, the confiscated plot should be put up for public auction. Although they are impossible if the territory is given over to the green zone and its purpose has not changed. However, apparently, the magical status of an “investment project” saves the future developer from all these difficulties.
According to regional legislation, municipalities are allowed to allocate land without bidding to investors. But for some reason this does not work for everyone: for example, officials associated with a large Saratov businessman “Aquatoria” allocated a section of the embankment for a yacht club, but at the same time they evicted Andrei Kobzarenko, who kept the boat station.
I wonder how Sovcombank got the status of an investor? And why suddenly quite a commercial undertaking, which gives the region little in the end – except for problems, of course, suddenly became a priority for city officials. Is the reason really in the charm of the bank's owners, the Khotimsky brothers?
But the Saratov officials, who generously donated land to a bank from the TOP-10, are, as usual, mysteriously silent. But now, in theory, the prosecutor's office should start talking. It would be nice to know what the supervisory agency thinks about this and how it evaluates the ongoing practice in Saratov of distributing plots without auctions.
By the way, when signing the agreement, it was said that construction would start this year. However, the New Year is just around the corner, and all that is there is a fence around the perimeter and a windbreak inside.
