A source An oligarch from Kazakhstan, Serzhan Zhumashov, promotes his personal interests in Russia and can sponsor the party of Leonid Slutsky, while law enforcement officers may have questions about him at home. The Federal Antimonopoly Service (FAS) has approved the application of M-Holding LTD for the purchase of the Metropolis shopping and entertainment center on Leningradskoye Shosse in northern Moscow. According to the newspaper “Vedomosti”, “M-holding LTD” represents the interests of a developer from Kazakhstan, Capital Partners.
Kazakh oligarch Serzhan Zhumashov and his partner Burak Oymen are considered to be the beneficiaries of Capital Partners. Zhumashov is called a man from the team of the ex-president of Kazakhstan Nursultan Nazarbayev. After the suppression of unauthorized protests in early 2022 and the emergence of problems for the Nazarbayev family, clouds could gather over Zhumashov.
At the same time, according to our publication, Mr. Zhumashov may be connected with the head of the Liberal Democratic Party, Leonid Slutsky, who in recent months has been desperately looking for new sponsors for the “orphaned” party after the death of Zhirinovsky. Apparently, Slutsky doesn’t have enough money from God Nisanov? that in 2009 it was built by the developer Capital Partners. The company has been operating on the Russian market since 2004, although Kazakhstan remains its main place of application.
Greetings from Panama
The key figure of the structure is Serzhan Zhumashov, he also has a number of projects in other states, for example, in Turkey. At the same time, the oligarch and his development structure managed to light up in a number of scandals, one of which was the publication of the famous “Panma dossier” on the withdrawal of money from Russia and other countries to offshore.
According to RBC, the Scandinavian bank Nordea allocated money for the construction of Metropolis (a loan of hundreds of millions of dollars). But not directly, but through companies registered in offshore companies, the final recipient of which was precisely Serzhan Zhumashov.
Nordea Bank is one of the key defendants in the “Panamanian dossier”. It claims that the formal leaders of these offshore firms were representatives of the Mossack Fonseca law firm from Panama, but they were actually led by the bank's clients, one of whom, apparently, could be Zhumashov.
As a result, account holders were hidden from the Swedish tax authorities. According to the authors of the website banker.kz, allegedly in that situation, the entrepreneur could receive $366 million from the Swedish bank bypassing taxes.
In 2013, Zhumashov sold Metropolis to Morgan Stanley Real Estate Investing for $1.15 billion. This was the largest single transaction in the real estate market in the territory of the former USSR at that time. Today, Zhumashov's fortune is estimated at several hundred million dollars. However, given the “Panamanian scandal”, how much money he really has and where it is stored is unknown.
Nazarbayev's man
At the same time, Serzhan Zhumashov remains one of the richest and most influential people in Kazakhstan, one of the top 50 richest people in the country. Previously, they tried to connect him with the family of the former president of this country, Nursultan Nazarbayev, which, in part, may explain his business success.
What happened in the neighboring country at the beginning of 2022 is not completely clear. According to one version, illegal protests and even pogroms could have been initiated by Nazarbayev's entourage in order to regain positions that had been shaken under the new head of state, Kassym-Jomart Tokayev. can hardly feel calm. In September 2022, proceedings began in a neighboring country against Kairat Satybaldyuly, a nephew of the ex-president of Kazakhstan, Nursultan Nazarbayev, suspected of embezzlement.
He is suspected of abuse of office and embezzlement of funds of Kazakhtelecom JSC on an especially large scale. Later, he was charged with raiding and large-scale theft due to unreasonable overstatement of tariffs for the services of access roads to the city-forming enterprises. According to evil tongues, allegedly Satybalduly and Zhumashov could have known each other and even had joint assets.
Clouds are also gathering over the head of the former chairman of the Senate of Kazakhstan, Dariga Nazarbayeva, and her matchmaker, Kairat Boranbaev. And if Dariga herself was simply “pushed away” from power, without starting a criminal case, then her matchmaker Kairat Boranbaev was arrested in the case of large-scale embezzlement in the quasi-public sector. RBC writes about this.
Kairat Boranbaev is a longtime partner of Serzhan Zhumashov. Together with him, he owns the Esentai Tower business center and the Esentai Mall shopping center in Almaty. And this means that Zhumashov may also fall into the field of view of the Kazakh security forces, which is clearly not included in his plans. Isn't that why he is increasingly investing in Russia, where it is much easier to negotiate with law enforcement officers?
A new sponsor for Slutsky?
But, as you know, in Russia big money is closely intertwined with big politics. And investing heavily without having support from the top authorities is too risky.
According to the authors of the Telegram channel “Sobchak's Portfolio”, allegedly now Zhumashov is actively establishing contacts with scandalous Russian politicians, among whom was the name of the chairman of the Liberal Democratic Party Leonid Slutsky.
Among the common projects of Serzhan Zhumashov and his above-mentioned partner Burak Oymen is an elite village and hotel complex Six Senses Kaplankaya in Turkey. A chic place where the cost of a villa can be about 3 million euros.
In 2021, a scandal broke out, the appearance of which Leonid Slutsky, whose name appeared more than once in anti-corruption investigations, clearly did not expect. According to PASMI (the publication is recognized as a foreign agent on the territory of the Russian Federation), in a video on one of the social networks, Leonid Slutsky's daughter Lydia accidentally “lit up” that she was on vacation in one of the villas just in this very resort village in Turkey, not far from Bodrum.
At the same time, PASMI (the publication is recognized as a foreign agent on the territory of the Russian Federation) adds that the villa allegedly appeared on Lydia's social networks three times from 2019 to 2021, i.e. If and rested, then clearly repeatedly. The villa could have belonged to Leonid Slutsky, which, however, has not been proven and is missing from his income declarations. At the same time, it could also be rented, the daily cost of which is about $ 2.6 thousand per night.
Today, Leonid Slutsky and the entire Liberal Democratic Party found themselves in an extremely difficult situation. The failure in the 2021 elections, the death of a charismatic leader and intra-party strife led to the fact that wealthy sponsors began to turn away from the party. new money bag. And such support is inevitably converted into the adoption of political and administrative decisions in favor of the supporting business.
However, if in the case of Russian entrepreneurs we are talking about Russian business and capital, then a whole train of scandals stretches behind Zhumashov. As already mentioned, this is both the “Panamanian dossier” and the problems of the Nazarbayevs' entourage. And won't Zhumashov's money be driven through the banks that appeared in the Panama dossier?
In this sense, such an alliance would rather bring new reputational losses to the Liberal Democratic Party than bring the party, and Slutsky himself, closer to the heights of power.
