NABU and SAP reported a new suspicion to ex-people's deputy Skuratovsky
Anti-corruption law enforcement agencies have served a new notice of suspicion on a former member of parliament from the Radical Party.
The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office reported suspicions to former People's Deputy from the Radical Party Sergei Skuratovsky. He is charged with taking possession of the rights to claim loans.
This is reported by the press services of the authorities.
The messages do not indicate the name of the suspect. At the same time, according to Slovo i Delo's information from its own sources, it is about Skuratovsky.
“On December 21, 2022, SAPO prosecutors and NABU detectives reported on suspicion of 8 persons, including the chairman of the Verkhovna Rada Committee of the VIII convocation, the head of the SBU GSU department, an ARMA official, the management of a state enterprise, who, as part of an organized group, unlawfully seized the right to demand a banking institution for more UAH 128 million,” reports SAP.
NABU named the positions of all suspects:
- People’s Deputy of Ukraine (VIII convocation);
- assistant to the people’s deputy, director of the enterprise that received the loan;
- head of the investigative department of the Main Investigation Department of the SBU (he held the position until 2020);
- Head of the Asset Management Department of ARMA (in office from June 2018 to January 2020);
- CEO of SE SETAM (in office from May 2016 to February 2020);
- Deputy General Director of SE “SETAM” (occupies the position from October 2017 to present);
- two appraisers.
According to the investigation, in 2012 Skuratovsky, a deputy of the Kyiv Regional Council, being the actual owner of a number of companies, began construction of an apartment complex on the outskirts of Kyiv. To do this, he took a loan of more than UAH 200 million secured by the residential complex built in the future and the land plots where it was located, as well as a number of personal assignments, including the deputy himself.
Subsequently, the NBU declared the bank that issued the loan insolvent. In order not to repay the debt and get the opportunity to sell the constructed apartments, at the end of 2018 – mid-2019, the people's deputy organized a scheme. This scheme consisted in the fact that, thanks to the involvement of the head of the investigative department of the Main Investigation Department of the SBU and the head of the asset management department of ARMA and officials of SE “SETAM”, the specified rights of claim were seized and transferred to the department of ARMA.
“She, in turn, put up this right for the electronic auction of SE SETAM. As a result of the auction at a lower price, the company controlled by the People's Deputy was recognized as the winner. The company, having become the new owner of the rights of claim, canceled all mortgages on real estate and encumbrances under surety agreements. Subsequently, this company resold these rights to another LLC controlled by the people’s deputy in order to make it impossible for the bank’s successors to carry out encumbrance in the future,” informs NABU.
The People's Deputy involved an employee of the SBU, who specially registered the criminal proceedings and, within its limits, ensured the seizure and transfer of the rights of claim on his loan to ARMA. In turn, the head of the asset management department of ARMA and officials of SE “SETAM” ensured the victory of the company controlled by the people's deputy in electronic auctions, while at a price lowered by UAH 112 million. That is, the right to claim UAH 128 million was sold for only UAH 16 million.
Recall, on September 6, 2020, NABU and SAP reported in absentia that Skuratovsky was suspected of inaccurate declaration for 2016-2018. Already on September 18, law enforcement agencies handed the document to the ex-people's deputy in person. According to the investigation, the ex-people's deputy allegedly did not declare shares in three companies in the amount of UAH 24 million, the use of a Mercedes-Benz S450 car and non-residential premises worth UAH 1.5 million.
In this case, NABU completed the investigation and opened the materials to the defense for review. Already in the High Anti-Corruption Court, the case of Skuratovsky was closed, since the Constitutional Court recognized the article on responsibility for lying in the declaration as unconstitutional. more than $500 thousand
