Lviv police will give 40 million hryvnias to the company of the repeat offender owner
Police Department in Lviv region ordered a company headed by a recidivist to build a kennel for 50 service dogs. This is discussed on ProZorro, writes 368.
The department signed an agreement with the Construction Alliance Montazhproekt LLC worth UAH 40.5 million. Construction will be carried out on the street. Harvesting in the industrial zone “Signovka”. Urban planning conditions and restrictions on this object were issued by the executive committee of the Lviv City Council back in 2018. On a plot of 0.657 hectares, construction was allowed no higher than 13 meters in height with a maximum allowable percentage of development of the site of 30%.
The terms of reference provide for the construction of a veterinary building, an administrative building, enclosures for keeping dogs and a quarantine enclosure. In addition, a summer outdoor enclosure for puppies and a dog training area should be built.
The official owner of Construction Alliance Montazhproekt LLC is Artem Gamotsky, a resident of Zhytomyr. According to the Unified State Register of Court Decisions, Gamotsky Artem Anatolyevich was twice convicted of criminal offenses. Moreover, the verdict indicated the date of birth of the convict – December 3, 1985. This is the same date of birth of the owner of Construction Alliance Montazhproekt LLC.
In December 2012, the Zhytomyr District Court decided to deprive him of his freedom for three years with a two-year probationary period for theft. By a court order in 2014, he was amnestied. In March 2017, the Bogunsky District Court of Zhytomyr found him guilty of credit fraud. For this, he was fined only 850 hryvnia.
In addition, Gamotsky Artem is suspected of at least one more case (No. 295/3651/17) – for robbery. But on December 9 of this year, the court was informed that the man was mobilized, so the judge stopped the consideration of the case. Here it is indicated that the suspect was born in 1985, which also coincides with the year of birth of the owner of the company.
What the Lviv police do not pay attention to
Construction Alliance Montazhproekt LLC was the only participant in the procurement. The company is registered in Zhytomyr, its director is 27-year-old Roman Grinkevich, the son of Lviv entrepreneur Igor Grinkevich.
Over the four years of operation, the company has received contracts worth approximately UAH 600 million. Among the main customers are the Department of Regional Development of the Zhytomyr Regional State Administration and the military.
Despite the large amount of orders, the company's reputation is not perfect. As our colleagues from the Nikolaev Center for Journalistic Investigations investigated, she overestimated the cost of work at the Shiroky Lan training ground in the Nikolaev region. At the same time, part of the work was actually done by another company, which was later not paid off.
Now the company appears in court decisions on criminal proceedings No. 12022000000000510 since June of this year. The investigation is conducted by the Main Investigation Department of the National Police on the grounds of crimes under Art. 190, 209 and 358 of the Criminal Code (fraud, legalization (laundering) of property obtained by criminal means and forgery).
